Die Schweiz ist das innovativste Land in Europa. Den Titel holt sie bereits zum zweiten Mal – und kann gemäss einer EU-Studie ihren Vorsprung auf die Konkurrenzländer sogar nochmals ausbauen.

This is the first edition of the Innovation Union Scoreboard (IUS). Based on the previous European Innovation Scoreboard (EIS), the new tool is meant to help monitor the implementation of the Europe 2020 Innovation Union flagship by providing a comparative assessment of the innovation performance of the EU27 Member States and the relative strengths and weaknesses of their research and innovation systems.

This volume builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes experimental indicators that provide insight into new areas of policy interest, and highlights measurement gaps to propose directions for advan-cing the measurement agenda.

The ability to determine the scale of innovation activities, the characteristics of innovation firms and the internal and systemic factors that can influence innovation is a prerequisite for the pursuit and analysis of policies aimed at fostering innovation. The Oslo Manual is the foremost international source of guidelines for the collection and use of data on innovation activities in industry.

This third edition, published in October 2005, has been updated to take into account the progress made in understanding the innovation process and its economic impact, and the experience gained from recent rounds of innovation surveys in OECD member and non-member countries. For the first time, the Manual investigates the field of non-technological innovation and the linkages between different innovation types. It also includes an annex on the implementation of innovation surveys in developing countries.

Die Schweiz liegt in Europa an der Spitze, was die Fähigkeit zu technischen und organisatorischen Neuerungen in ihrer Wirtschaft anbetrifft. Die Eidgenossenschaft schneidet in einer Untersuchung des European Innovation Scoreboard (EIS) für 2009 mit einer durchschnittlichen jährlichen Wachstumsrate der Innovationsleistung von 3,3 Prozent am besten ab - vor Deutschland (2,6 Prozent) und Finnland (2,5 Prozent). Das teilte das Bundesamt für Berufsbildung und Technologie (BBT) in Bern mit. Im Ver-gleich zum Jahr 2008 habe sich die Schweiz noch um 0,5 Prozent gesteigert.

Im Innovation Union Scoreboard (IUS) 2010 führt die Schweiz erneut die Spitzengruppe der Innovationsnationen Europas an. Im Vergleich zu den führenden europäischen Wirtschaftsstandorten weist ihre Innovationsleistung ein überdurchschnittliches Wachstum von mehr als 4% auf. Der heute in Brüssel veröffentlichte Index bestärkt eine Konsolidierung des Innovationsstandorts Schweiz auf hohem Niveau.
